Estadista anglocanadiense. Inmigró a Bajo Canadá (
más tarde Quebec) en 1835 y trabajó en la empresa British-American Land Co., desempeñándose como alto comisario, desde1844 hasta 1855. Se incorporó a la política en 1849, mediante su ingreso al poder legislativo de la provincia unida de Canadá como un miembro independiente por el condado de Sherbrooke. Aunque renunció en 1850, fue reelegido por la ciudad de Sherbrooke en 1853. Conservó el cargo y siguió como jefe de la minoría anglófona hasta 1872. Como ministro de finanzas (1858–62, 1864–67), fue partidario de la federación; luego de la creación del Dominio de Canadá, fue el primer ministro de finanzas del gobierno del Dominio (
1867–68). Después de retirarse del parlamento, en 1872, promovió la independencia de Canadá. Entre 1880 y 1883 fue el primer alto comisario canadiense en Londres.
